Windsor, ON - July 20, 2021

Windsor City Council and Chief Administrative Officer (CAO) Jason Reynar are pleased to announce that Chris Nepszy will take on the role as the new City Engineer/Commissioner of Infrastructure Services, effective September 7, 2021. Mr. Nepszy takes over this leadership role from Mark Winterton, who is retiring, effective September 17, 2021.

Since 2019, Mr. Nepszy has served as the Chief Administrative Officer for the Town of Essex, where he has led innovations both at the local and regional level. Prior to that, Mr. Nepszy was the Deputy CAO and Director of Infrastructure and Development for the Town of Essex. Mr. Nepszy holds a Bachelor of Applied Science degree from the University of Windsor and is a registered Professional Engineer in both Ontario and Michigan. Mr. Nepszy began his career in engineering, holding a variety of engineering, project management and leadership roles in both the public and private sectors since 1995.

Mr. Winterton will retire after 30 years of service to the City, having lead the establishment of several master plans, setting the path for the City for decades to come (Sewer Master Plan, Transit Master Plan, Stormwater Financing Plan, Environmental Master Plan, Asset Management Plan, Active Transportation Master Plan). Some of the notable construction projects he was involved in include the Walker, Howard and Wellington grade separations; Dougall Multi-Use Path Grade Separation; Greenhouse; and New City Hall. Mr. Winterton was also instrumental in the development of the East Riverside community and numerous developments throughout the city. He also assisted in guiding the municipality through two record-setting floods, a tornado and record-high lake levels.

CAO Jason Reynar also looks forward to welcoming Mr. Nepszy to the role and assisting with his transition.
