Charlottetown City Council has appointed Eleanor Mohammed as the new Chief Administrative Officer (CAO) of the City of Charlottetown. Eleanor will begin onboarding and conducting transition meetings with the Interim CAO and City staff as of March 20, 2023. Her role as CAO officially begins April 3, 2023.
“After an extensive CAO search, I am pleased to welcome Eleanor Mohammed to the Charlottetown team,” said Mayor Philip Brown. “Eleanor’s municipal experience and proven success as a leader will serve our growing community well. We look forward to welcoming Eleanor to City Hall in the coming weeks.”
Eleanor brings nearly 20 years of experience in the public, private and non-for-profit sectors, including as a senior-level municipal administrator. Over the last year she has worked for the Government of Prince Edward Island, first in the Municipal Affairs Division of the Department of Fisheries and Communities, and most recently as a Manager in the Land Division of the Department of Agricultural and Land. Prior to moving to the Island, Eleanor was the Deputy Chief Administrative Officer in the City of Beaumont, Alberta. Additionally, she has served as President of the Canadian Institute of Planners, Co-Chair of the United Nations Habitat (UNHABITAT) Professionals Forum and is currently the President of the Commonwealth Association of Planners.
Eleanor’s extensive education and professional background includes a Bachelor of Arts in Environmental Management from the University of Toronto and a Master of Arts (Distinction) in Town and Country Planning from the University of West England, UK, among a number of other certificates and distinctions. In addition, Eleanor is a Registered Professional Planner (RPP) with the Prince Edward Island Institute of Professional Planners and a Member of the Canadian Institute of Planners (MCIP). She is also designated as an Environmental Professional (EP) through Eco Canada.
With a keen interest and commitment to employee engagement, good governance, collaboration and service excellence, Eleanor looks forward to adding her expertise and enthusiasm to the Charlottetown team. Living in Charlottetown with her family, Eleanor also looks forward to continuing her career here and contributing to the local community.

Eleanor will replace Interim CAO Donna Waddell, who returned to the role in May 2022 following her retirement from this position in 2016.
As the senior administrator for the City of Charlottetown, the CAO oversees a municipal budget of over $180 million and a team of more than 400 employees.
Mayor and Council began the extensive CAO search process in October 2022 with external support provided by Boyden.
